yeah, they may have rigged some tallies.
The more likely possibility is that they're really bad at what they do, and they dont care. It cuts into profit margins to do larger, mandatory Quality Assurance audits, so they just simply don't.
Now the missing memory cards, thats more disturbing. Even if there isnt active shenanigans, the most likely (using occam's razor here) thing is that they knew there were irregularities and decided to hide the evidence rather than look into it. Which is irreprehensible and if what I read downthread about keeping these materials for 22 months being federal law is true, this could (would, should?) be used to break contracts with Diebold across the country.

they were they only state (that I know of) that pulled out of a contract with Accenture to 'streamline' their voter registration rolls. The State of MN did the job in house instead. It cost millions less and happened much quicker. Accenture was already past a deadline or two.

I would say Occam's Razor would be more applicable to the simpler idea of incomplete security procedures and honest-though-underinformed NH eleciton officials, rather than intentional tampering with evidence. The latter requires one more step in reasoning plus direct knowledge of another person's thoughts, which is not possible and therefore not the simplest explanation.
The point is to get these crappy machines out of our elections. (no evidence of 'fraud' required, since it is well-documented that electronic voting machines of all kinds are, indeed, total crap)
